The Bureau International des Expositions (BIE), on 03 December 2002, announced that Shanghai will host Expo 2010. The world's fair will be held just 2 years after Beijing will host the 2008 Summer Olympics. They're currently projecting attendance of 70 million.

The master plan is based on the concept of "City of Harmony". Harmony between man and nature, harmony between past, present and future and harmony between human individuals are demonstrated or symbolized by various elements of the master plan

Harmony between man and nature: The two parts of the Expo 2010 site, on opposite two sides of the Huangpu River, are united by the waterfront green space, which is a key aspect of the master plan. Together with the green belts and green wedges found among the man-made structures, they underpin an important aspect of the theme, i.e. the harmonious co-existence of man and nature.

Harmony between past, present and future: The old industrial buildings and other historical structures on the site will receive effective protection and conservation during and after Expo 2010, sending out a strong message that respect for human history and cultural heritage is essential for creating a more livable future.

Harmony between human beings: This pursuit will be reflected in the creation of both a concrete and virtual platform for the interaction and communication between individuals and groups through a variety of activities and by using the latest communications technology.

Land parcels will be provided to participants free of charge. The parcels are measured in units, with one unit being 500 square metres. A participant may apply for 2 to 12 units, i.e. 1,000 square metres to 6,000 square metres.
